list - Where do I put custom webpart code in sharepoint 2010? -

i'm new sharepoint, it's vital current project i'm working on.

as part of project, need use audience targeting control can see individual list entries.

i know there's no ootb solution, found following blog looks it's need:

my problem being new sharepoint (and ms-based dev entirely), don't know code. think need create customer web part, correct?
